Summary
A coalition of international development contractors and implementing partners have sued the Trump-Vance administration challenging the suspension of foreign aid and seeking emergency relief from the consequent funding freeze. These plaintiffs were all recipients of U.S. Agency for International Development (USAID) funding that was cut by President Trump’s Executive Order 14169, which indefinitely suspended all foreign aid. The plaintiffs argued that Executive Order 14169 violates the separation of powers and take care clauses of the Constitution, as well as the Administrative Procedure Act.
