Legal Action
State of New York v. Trump
Filed in: U.S. District Court for the District of Rhode Island
Summary
A coalition of U.S. states sued the Trump-Vance administration to prevent the pause of all federal grant programs, as detailed in an Office of Management and Budget (OMB) memorandum issued on January 27, 2025. The memo, titled “Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs,” places an indefinite pause on funding for all federally financed programs nationwide. The plaintiffs argue this action violates the Administrative Procedure Act by overstepping the authority of the OMB, and the separation of powers enumerated in the U.S. Constitution. The plaintiffs request the court declare the memorandum unlawful and unenforceable.
