This memo is the first in a series of resources to help the federal grantee community understand the current legal landscape affecting conditions imposed on federal funding under the Trump-Vance administration. For grants from the U.S. Department of Housing and Urban Development, the U.S. Department of Justice, and the U.S. Department of Health and Human Services, this memo identifies: (1) conditions placed on victims’ services and community planning and development grants; (2) the source of those conditions; and (3) the legal challenges to those conditions and the relief that has been granted by courts so far.
